Judging by the text and the graphic expression, I would say that it is NOT HJ related.

Michael is absolutely right. This was an NSDAP rally in Berchtesgaden on the occasion of the Reichstag elections on 31 July 1932.
Großdeutscher Tag (Greater Germany Day) therefore, since Austria was also supposed to be part of the Reich, according to Hitler's plans.
