That is a Panzer collar metal skull attached to the shoulder strap

The skull was not later used by the SS ..... but it was earlier used.
Just to be clear the SS did use WW1 army surplus Totenkoft cap badges like the one on post #76
As the organization expanded it needed new supplies. They ordered more from the firm Deschler and more were struck between 1923 and 1934
so technically this one could have been SS
But of course, it's an unauthorized thing
