The man who wrote the original letter had obviously enclosed a photo of the Reichsreferentin (BDM leader) Jutta Rüdiger, asking her to sign it and send it back to him.
She didn't do so (according to the reply you showed) because she did not know the photo and found it extremely bad ("one of the worst that exist"). Instead, Aeppler, the Mädelringführerin, who was commissioned by her, sent him back another official, signed photo.
Why the address was made unrecognisable can only be speculated. Either he didn't want to be associated with this now compromising letter after the war, or his heirs made it unrecognisable before selling it, or, or ...
