NPEA Cap Insignia

Is the NPEA cap insignia the same as that used by the HJ leaders? Might be a dumb qustion, but have not been able to find anything that would tell me. Thanks

What type of cap ..Overseas cap or Visor cap ?

Photo is of an embroidered Political cap eagle of the type used on NPEA overseas caps .

Visored caps would use a standard Political or SS cap eagle in silver/nickel .
