I knew I had seen it before mentioned. The rest of the order tells
how to wear (as is noted), but also what needed to be done at night
in relation to cars etc. (the use of flags and lanterns). Order 283 was
also meant for marching by girls.
The reason for the introduction were various accidents at highroads.
The order for this equipment came five days after an order for the
SA (I Nr. 1647/33) from November 1933. It was mentioned there
were more concerns that were able to deliver a good quality product.
March 25, 1935 an extensive order was published about how to act
and what to do. The description was quite in-depth. Extra measures
were taken, due to the so-called
Reichsstrassenverkehrsordnung.
Extra lights were then available. It is possible and even more likely
this was taken over by the
HJ also.
