Well the back seems to say "arbeitsdienst". The woman in middle looks to have a political armband and the others seem to have boys' armbands. I am confused, but said confusion is probably due to a severe lack of knowledge on my part.

Very interesting combination of uniforms in this one. The blouse is one I've not seen or noticed before, and the wearing of the armbands and tucking in the neckerchief is also unusaual. Nice photo Pat.
