Yes, as you say, wrong place for the number and of course engraved. The badge itself looks fine though and the award serial corresponds to an issue date in 1943. I would give it the benefit of the doubt personally.

Thanks for feedback. I thought same thing. Date and, possibly, issues with manufacturing where stamping was not able to be done. The number script seemed to me to be consistent with period. Was obtained at a very reasonable price.
