This one is posted for opinions over at WAF, is it an early trumpet banner or podium banner or just a fantasy made up piece? Also MERRY CHRISTMAS to ALL

Interesting item. As it has a number I would think possibly fanfare banner but we would need to see ties or the remains of them along the top edge to be sure. It has the look of a very early item. I keep looking at that designation and mentally fiddling with that longer piece that has come away to see what it might originally have spelled. It isn't a number I don't think. Possibly "17/oe". That would be the 1933 designation for the short-lived HJ Gebiet 22 Deutch-Österreich but the 1933 list doesn't have that Bann so I'm kinda stumped on this one.
 
Does anyone know the actual size , this might determine if the banner is for a trumpet or podium .
 
Would a podium banner have a unit number like that one? I would think this is more a Fanfare cloth but more photographs will help I think
