Unknown jacket, NPEA(?)

Hi

I have this jacket and not found anything in the usual books to indicate what it is. The only thing I have seen that comes close is the NPEA Pupil's tunic with its black collar (P 133 of Littlejohn book). However the shoulderboards are a puzzle as I cannot find any similar from the usual sources.

I have included photos showing the collar can be warn open or closed.

Anyone able to help me out with some info please?

Yes, it is HJ-Feuerwehrschar in my opinion.
When I collected I had the same one. In the later 1970's suddenly
a number of these came on the market in Germany, Belgium and
the Netherlands, all having Unterwachtmeister shoulder-straps
(fire-brigades). In the inner there is most often to be found an RZM
tag. A look-a-like version tunic did have visible buttons (see Littlejohn,
page 133 and Angolia volume 2, page 88. The tunic once also was in
my collection). It was said NPEA, but actually it was from the Germanische
Reichsschule.
