This cap eagle is not HJ it is Reichsbahn .
The HJ Eagle is simular but the eagles head faces the opposite direction .

it is not Reichsbahn, but Klein- or Privatbahn.
Reichsbahn has a golden finish.

The same eagle was worn by other state-organizations
as this is what it is: a state eagle.
So used by Post, tramways, forestry etc.
