DJ Pimpfe in dark uniform - Elastolin Pfeifer
The photos are post-Jan 1938 because the boys are wearing the HJ buckle and not the DJ version. The Elastolin figures have the Oberbann 5 rune (assuming that the person who painted them back then knew anything about DJ runes 
) so the illustration might even be of NPEA Jungvolk because they used that rune patch.

I meant that the photos show a post-Jan 1938 scene because those boys pictured there are definitely wearing the HJ buckle and not the DJ rune buckle. I don't know about the elastolin figures but they were usually not that accurate as far as uniform details go. More of a rough-ish representation.
