I don't know about the man's uniform (Wim Saris will know) )but the location would make the boy a member of the Vlaamse Jeugd who are known to have worn this armband.
 
One of my favourite portraits I own. Wearing the HX mantel with the collar turned up.
Happy to say I have the same visor in my collection that is on show in this portrait.

Great portrait. Do you know more about him like name/rank/location?

this is common and allowed since fall 1938. Check my handbook page 322.

The triangle reads Südost/Tirol-Vorarlberg.
The strap tells 569 which stands for Innsbruck-Stadt, the capital of Tirol.

If I understood Wim (p. 127) correctly, this triangle is a violation of the regulations, and he should actually be wearing Südost/Tirol (not Tirol-Vorarlberg, because this here is the Tirol area). But well, his arm patch is also sewn on in a square shape against all regulations...

Sorry Gary, i had the wrong back of a photo scanned for this one. Ive just had a look and was incorect. Please find attatched the correct back of this photo. Bautzen photographer stamp
