It certainly seems that way. The one at the link posted by crack has all of the detail on the event where yours is more general so I would think that Norderney is correct for the location. However, as you say there may have been more Sachsenlager locations for Banne and Jungbanne in that year and perhaps Norderney was just one of them. I don't know.

Looks like "Alven" but I think it should be "Alpen". Maybe a stamp error?
