Many thanks Bertrand. Although it gives Schwerin as his home town I do see a Walter Jacobs as the Bannführer (Unterbannführer) of a Bann in Niedersachsen the year before this badge was awarded (very likely 1935). Long shot but I'll dig into that more to see if it could be the same person.
