Theoretically it's possible although somewhat odd I would agree. Why did the holder wait so long? Or was it awarded as a mark of achievement rather than early membership? Difficult to know.

The highest badge number where I know the name of the awardee is 153641. I can see that badge number 131012 was awarded in 1941 so the badge on the Besitzurkunde is likely to have been issued in 1940/1 I would think.
 
I also wonder why this was not authorised at the end of 1938. I mean, Brüx is in the Sudetenland. The Bohemian name Peterka also points to this. Is that why it took so long or was there a lack of documents? One can only speculate. Probably not, if he had already been involved since 1930.
The numbers and the name are absolutely contemporary and beyond all doubt. Someone has really endeavoured to make the lettering beautiful.
