I agree with Wim. What would be important here is to know where this picture was taken. Outside Bavaria, it would probably limit the time frame between April and June 1932. In Bavaria, which enacted the toughest anti-NS measures, the uniform ban had been in place since 3 June 1930 (after a provocative march by Nazi units through a working-class neighbourhood in München on 1 June), decreed by the Bavarian State government. After being circumvented by white shirts or even no shirts at all, the law was even tightened on 27 August 1931. In June 1932, the von Papen Reich government (unlawfully) declared this decree invalid and thus repealed.
